Commander Emmanuel (Manny) Bautista, P.E., US Navy, Retired

Cmdr. Bautista, USN (ret) is currently the Regional Manager for the Washington Office of Collins Engineers, Inc., an ENR Top 500 Design Firm providing design and analysis services to the transportation, marine, and construction industries. Prior to joining Collins, he served 22 years of active duty service in the U.S. Navy as a Civil Engineer Corps Officer, retiring at the rank of Commander. After graduating from San Diego State University with a Bachelor of Science degree in Civil Engineering (Structures), he was commissioned an Ensign through Officer Candidate School in Newport, Rhode Island in November 1987. His career took him around the world, giving him tremendous U.S. and international experience in leading large engineering and facilities management organizations and directing complex design and construction programs.

His active duty tours included: Assistant Resident Officer in Charge of Construction Sicily, Italy; Activity Civil Engineer and Construction Services Department Head, Public Works Center, San Francisco Bay; Civil Engineer Corps West Coast Accessions Officer; ALFA Company Commander and Training Officer, Naval Mobile Construction Battalion THREE, deploying to Spain and Guam; Deputy Resident Officer in Charge of Construction, Rota, Spain; Engineering Officer, NATO Stabilization Force Headquarters, Sarajevo, Bosnia-Herzegovina; Logistics Action Officer, Navy Warfare Development Command, Newport, Rhode Island; Public Works Officer, Naval Weapons Station Charleston; Assistant Operations Officer, Southern Division, NAVFAC and NAVFAC Southeast; and finally as Operations Officer, NAVFAC Northwest, Silverdale, Washington.

His military awards and decorations include: Meritorious Service Medal (three awards), Joint Commendation Medal, Navy Commendation Medal (four awards), Joint Achievement Medal, Navy Achievement Medal (two awards), National Defense Medal (two awards), Armed Forces Expeditionary Medal, Global War on Terrorism Service Medal, Armed Forces Service Medal (two awards), Humanitarian Service Medal, NATO Medal, Expert Pistol Medal and various campaign and unit awards. While in uniform he was a member of the Defense Acquisition Corps (Level III certified), and a Seabee Combat Warfare qualified officer.

Cmdr. Bautista, USN (ret) is a registered Professional Engineer in the states of California and Washington. In addition to his BSCE, he holds a Master of Science degree in Civil Engineering (Construction Management) from UC Berkeley, California and a Master of Arts degree in National Security and Strategic Studies from the Naval War College in Newport, Rhode Island. He is a certified LEED Green Associate, a member of the ASCE-COPRI Ports & Harbor Technical Committee; and a member of Chi Epsilon. He also participates in the Washington Public Ports Association and the American Council of Engineering Companies. He has been involved with SAME since 1988, serving in numerous board and committee positions, including President of the Charleston Post in 2005 and 2nd Vice President of the Seattle Post in 2010.
